Long-Range Planning Overview
Long Range Planning forecasts future conditions and needs, identifies community concerns, and provides strategies to meet adopted goals. These strategies are used by the City as policies and standards for day-to-day decision making. Long-range plans, such as Jurupa Valley’s General Plan, guide how the City grows, looks and prospers. Long-Range Planning staff help prepare, maintain, and implement these long-range plans and help prepare and implement neighborhood improvement and community design plans.

Environmental Justice Element of the General Plan
At its November 6, 2014 meeting, the City Council unanimously adopted a negative declaration of environmental impact and approved a new Environmental Justice Element. The Environmental Justice (EJ) Element is now part of the City's General Plan and is in effect. The EJ Element contains objectives and policies regarding how disadvantaged and minority populations can have a meaningful say in conditions and decisions that affect the healthfulness of their environment.
It also contains policies to ensure land use decisions do not pose environmental risks to these populations and calls for City plans and public rights-of-way to include facilities for walking, biking, and other forms of active transportation. Furthermore, the EJ Element addresses safe and affordable housing to ensure all residents are protected from environmental hazards where they live. In addition to addressing environmental issues, the Element also addresses personal health issues, including healthy eating habits and fitness goals.

City's 2017 General Plan Adopted
The City Council adopted the City of Jurupa Valley's first locally-prepared General Plan on September 7, 2017.
Primary Tool
The 2017 General Plan will be the primary tool to guide the development and character of Jurupa Valley for the next five to ten years. The preparation of the new General Plan is the culmination of citywide outreach meetings and several years' work by the General Plan Advisory Committee and the Planning Commission.

Pedley Town Center Plan
The City of Jurupa Valley covers about 45 square miles. Most of the city is either semi-rural equestrian properties or suburban in character. However, specific areas, due to their history and location, began as small centers of commerce. The 2017 General Plan identifies specific areas within the communities of Rubidoux, Glen Avon, and Pedley as “Town Centers.” These centers are designated with the Town Center Overlay to encourage the development of traditional, pedestrian-oriented town centers with characteristics that distinguish them from surrounding areas. These areas are intended to function as walkable, small downtown environments that attract locals to shop, dine and socialize, in keeping with their historic uses.
Over the next year (October 2022-October 2023), the City of Jurupa Valley will be engaging with the community to talk about the future of the historic Pedley area. This historically rural part of the city is located around the intersection of Limonite Avenue and Van Buren Boulevard, perhaps the most significant crossroads of the city, adjacent to the Metrolink station, and extends down to the Santa Ana River. The Pedley area is also the civic hub of the community as it includes City Hall.
The Pedley Town Center Plan will create a long-term vision for this area of the city, and provide policy direction and guidance to residents, City staff, decision-makers, and the broader community. This Plan will guide development and public improvements to create a cohesive center that will anchor this historic area of the city and help solidify its identity within Jurupa Valley. The intent of this Plan is to clarify a unique vision and strong implementation strategies for the Pedley area.
