Construction & Demolition Waste

Construction and demolition (C&D) waste is typically generated when a building or structure is constructed or demolished. The CalGreen Building Standards Code and the City of Jurupa Valley Municipal Code requires that certain building and demolition projects recycle at least 65% of the waste generated. Typically, these waste streams are sent to a Materials Recovery Facilitie ("MRF") to be sorted and recycled.

C&D Waste Management Plan

A C&D Waste Management Plan ("WMP") identifies the types of waste that will be generated and describes how that waste will be recycled. If your project meets one of the criteria below, you will be required to submit a C&D Waste Management Plan.

  • A residential or commercial project where total valuation exceeds $25,000
  • All demolition projects requiring a demolition permit regardless of total project value
  • A City-owned or City-sponsored project where total costs are valued at $150,000 or more

Submitting a C&D Waste Management Plan

The City uses the Green Halo software platform to collect, track, and process C&D Waste Management Plans. Applicants must pay a permit fee and submit a refundable security deposit that will be returned if the project remains compliant with diversion requirements (65% or more). Step 1: Applicability

Applicant applies for a building or demolition permit and the project is:

  • A residential or commercial project where total valuation exceeds $25,000
  • A demolition project requiring a demolition permit regardless of total project value

Step 2: Permit Application

City staff will generate a building or demolition permit number. Next, the project applicant will be required to create a user login for the City's Green Halo system. The City uses the Green Halo software platform to collect, track, and process C&D Waste Management Plans. Applicant cannot begin the Green Halo process until the Building & Safety Department generates a building or demolition permit number.

Step 3: Compliance & Record Keeping

Project applicants who have an approved Waste Management Plan and have received their permit to build or demolish a structure will begin construction or demolition activities.

Self-Haul or Franchise Haul

Project applicants can either self-haul or use Burrtec Waste to collect and transport C&D waste to a facility for processing.

Self-Haul: Contractor's must use their own equipment to collect and transport the C&D waste that their activity generated. Sub-contracting is not allowed.

Franchise Haul: The City has an exclusive franchise agreement with Burrtec Waste. No other hauler is authorized to service any areas within City-limits.

Record Keeping

Contractors must collect and maintain accurate records to substantiate recycling activities. Typically, material recovery facilities and other processors of C&D waste will provide customers with "dump tickets" or other records that describe the quantity and recovery rate for each load processed.

Step 4: Project Completion

Throughout the project, contractor will submit documentation to substantiate recycling activities and ensure that the minimum diversion rate of 65% is being achieved. Upon the completion of the project, the contractor will submit their final project report through Green Halo.
