About the American Rescue Plan Act
The American Rescue Plan Act (ARPA), also known as the COVID-19 Stimulus Package, is a $1.9 trillion economic stimulus package signed into law in March 2021. The program is intended to address the economic and health impacts of the COVID-19 pandemic. The American Rescue Plan Act allocates $350 billion to eligible state, local, territorial, and tribal governments.
Through ARPA, the City of Jurupa Valley has been allocated $28 million in two equal installments. The first $14 million was received in November 2021 and the second payment was received in November 2022.
ARPA Spending Plan
On August 18, 2022, the Jurupa Valley City Council approved a spending plan for the City’s $28 million allocation from the American Rescue Plan Act (ARPA).
Funding will be distributed among six key categories:
1. Roadway Deferred Maintenance & Infrastructure Deficit Improvement Program
$20 million will be allocated to improve city roads, curbs, gutters, sidewalks, and bridges, along with a citywide Americans with Disabilities Act (ADA) assessment. These infrastructure improvements are estimated to begin in the summer of 2023 and be completed by the end of 2024.

The following areas will be included in the infrastructure improvements due to heavy traffic and the frequency of pothole maintenance:
- 46th St. Bridge (3125' W of Loring Ranch Rd. to Loring Ranch Rd.)
- Agua Mansa Rd. (Market St. to City Limit)
- Armstrong (CA-60 to City Limit)
- Avalon St. (Kenwood PI. to Rubidoux Blvd.)
- Country Village Rd. (CA-60 to City Limit)
- Crestmore Rd. (Loring Ranch Rd. to Mission Blvd.)
- Etiwanda (Philadelphia St. to Bellegrave Ave.)
- Galena (Pedley to Felspar St.)
- Green Dr. (Eveningside Ln. to Lakeside Dr.)
- Jurupa Rd. (Mission Blvd. to Galena St.)
- Mission Blvd. (Riverview Dr. to Crestmore Rd.)
- Mission Blvd. (Pyrite St. to Tyrolite St.)
- Pacific Ave. (42nd St. to Limonite Ave.)
- Philadelphia St. (Etiwanda Ave. to I-15)
- Pyrite St. (Mission Blvd. to CA-60)
- Rubidoux Blvd. (29th St. to City Limit)
- Rubidoux Blvd. (CA-60 to Tilton Ave.)
- Sierra Ave. (Armstrong Rd. to Karen Ln.)
- Valley Way (Jurupa Rd. to CA-60)
- Wineville Ave. (Mission Blvd. to Bellegrave Ave.)
2. City Facility Pathogen Prevention Improvements
$2.8 million will be used to implement health and safety features in three City facilities, City Hall, Jurupa Valley Operations Center, and the Eddie D. Smith Senior Center. This includes replacing current HVAC systems with models equipped with high-efficiency particulate air filters and germicidal features, procuring emergency power backup generators, implementing touch-free sanitation features in restrooms, and more.
3. Broadband Grant Match
$2.5 million will be used as a Broadband Grant Match, expanding access to internet services in rural areas of the City.
4. Housing Crisis Mitigation
$1.2 million will be leveraged to address the ongoing regional housing crisis through affordable housing assistance, services for unhoused individuals, and crisis stabilization units.
5. Direct Resident Assistance
$1 million will be allocated to direct resident assistance programs.
6. Local Economic Assistance Program (LEAP)
$0.5 million will be applied towards revenue replacement, job retention, and job creation initiatives aimed at supporting the local economy through business assistance.
