Substantial Conformance

A Certificate of Substantial Conformance is a request to verify that a land use and/or property improvement (building, fencing or improvement) complies with Zoning Ordinance requirements, such as:

  • Allowed uses
  • Height
  • Other development standards
  • Parking
  • Setbacks

Requirements & Processing

Certificates of Substantial Conformance are sometimes required to apply for a mortgage loan, selling or buying property, or to apply for construction permits. To request a Certificate, property owners should submit an application, fee, and application checklist with the required background information to the Planning Department. Typically, processing Certificate requests can take from four to six weeks, depending upon the type and complexity of the request.
